          over $1,100,000,000 worth of  bonds,
          one-third of the total issued. As of today,
          the CCBA still has several thousand US
          dollars’ worth of the war bonds in a safety
          deposit box.


          由於蔣介石係追隨孫中山總理,並在戰火
          燎原之際仍堅持推行憲政,受到海外華僑
          的肯定。抗日戰爭爆發之後,軍費支出浩
          大,國民政府需款孔急,便因應時勢,在
          政府的組織架構下設立僑務委員會向華僑
          求援要錢。抗戰期間,甚至直接打電報給
          各地的華僑組織,請求發動「常月捐」,
          當時的電文如後:「海外月捐,增加長期
          抗戰力量,所關至巨,各地僑團務必努力
          促進,藉收實效。」僑委會也根據蔣介石
          的指示,通電海外僑胞推行「常月捐」。
          羅省華埠遂按月繳納抗日捐款,倘若數月
          均未按期捐款者,還被用麻繩繫頸遊街,
          作為警惕和懲罰。
          Chinese overseas approved of General
          Chang Kai-Shek, who persistently followed
          the footsteps of Dr. Sun Yat-sen to estab-
          lish a constitutional government despite the
          war. Because money was urgently needed
          to fund the enormous military expenditure,
          the KMT government created the Overseas
          Compatriot Affairs Commission to seek
          donations from Chinese nationals residing
          abroad. The Committee even wired tele-
          grams to compatriot organizations, asking
          for monthly donation commitments. The
          telegram reads: “To augment our military
          strength for the protracted combat, we are
          sending this telegram to urge our compa-
          triot associations overseas to redouble their
          fundraising efforts”. The Overseas Compa-
          triot Affairs Commission followed the direc-
          tive accordingly, instituting “monthly dona-
          tion” drives. Those who failed to contribute
          for a few months had their necks tied and
